House version of FAA Reauthorization now contains language that
requires binding arbitration by an independent arbitration panel
if the parties reach impasse, a return to status quo (green
book) and back pay for employees subjected to the FAA's
imposition of pay & work rules. Chairmen Oberstar and
Costello, along with Congressmen Steve LaTourette (R), Frank
LoBiondo (R) supported the NATCA cause for fair labor.
